Afghan passports issued again

According to the Baden-Württemberg Refugee Council, based on information from the Baden-Württemberg Ministry of Justice and Migration, people from Afghanistan can now once again obtain passports from the Afghan consulate in Munich. This has not been possible for more than two years since the Taliban took power.
Accordingly, documents issued by Afghan agencies are recognized at the consulate. Passport extensions are again possible at all Afghan diplomatic missions. The Consulate General in Munich issues new passports when complete Tazkiras or E-Tazkiras are presented that have been registered and verified by the Ministry of Foreign Affairs in Kabul and that can be verified in the electronic system. A Tazkira is a national ID document that serves as proof of identity and residence and as proof of Afghan nationality. If it is not possible to issue a passport in individual cases, the consulate in Munich issues negative certificates.
According to the Refugee Council, the Ministry of Justice assumes that obtaining a passport is possible and reasonable again. Travel documents for foreigners (German passport replacement) will only be issued in well-founded individual cases. This means in particular for persons who have already received a travel document for foreigners in the past that it will probably not be renewed. All Afghans should apply to the consulate in Munich for a passport. If this is not possible or reasonable for them, they must provide good reasons to be able to obtain a travel document for foreigners, according to the Refugee Council.
