Ukraine: New rules for multiple citizenship

On January 16 this year, the Ukrainian government established new rules for acquiring, retaining, and losing citizenship. Law No. 4502-IX explicitly stipulates for the first time the circumstances under which multiple citizenship is legally recognized.

Government “country list”

Ukrainians who acquire the citizenship of certain countries may hold dual citizenship. This currently applies to Canada, Germany, Poland, the USA, and Czechia. These five countries are on a list established by the government, which was approved by Cabinet Decision No. 1412 of November 5, 2025, and has been in effect since January 16, 2026. According to the new provisions, Ukrainians who additionally acquire the citizenship of a country listed there fall under a legally regulated case of multiple citizenship.

Easier to obtain a Ukrainian passport

At the same time, the reform provides for a simplified procedure for citizens of the countries listed: they can acquire Ukrainian citizenship more easily. According to the State Migration Service of Ukraine (Державна міграційна служба, DMS), this can be done by means of a formal declaration under certain conditions. The specific requirements depend on the individual case and are explained in the official information on implementation.

Reasons for loss specified

Additional adjustments concern foreign military personnel serving in Ukraine and their families. The law also expands and specifies the reasons for loss of Ukrainian citizenship, particularly in situations related to threats to national security or involvement in armed aggression. Where applications are submitted depends on the place of residence: in Ukraine via the relevant DMS offices, abroad usually via the Ukrainian consulates.
